    PERCEPTIONS OF CITIZENS FOR PUBLIC INSTITUTIONS’ PERFORMANCE IN CRISES: COVID-19 CRISIS IN TURKEY CONTEXT

    The hard measures of governments and incapacity of public sector were questioned in many societies due to quick spread of Covid-19 in the previous two years. Considering crisis management, public administration and voice orientation literature, this study proposed a negative relationship with public sector performance perception of citizens and their political position in regards to the governing party during Covid-19 outbreak in Turkey. Moreover, political participation and political efficacy would play a contextual role in this negative relationship. Findings of the study indicate that opponent citizens perceive a lower level of performance for public institutions during Covid-19. However, political efficacy of citizens did not amplify this relationship. While high level of political participation amplifies the negative effect of political view on public service performance, it did show a diminishing moderating role in general. &nbsp

As part of the original goals of RODA was the development of a digital repository capable of ingesting, managing and providing access to the various types of digital objects produced by national public institutions. The development of such repository should be supported by open-source technologies and, as much as possible, be based on existing standards.     Administration of criminal justice in Swaziland: crises and confusion in the 1990s

    The Kingdom of Swaziland is one of the few countries in the Southern Africa Development Community (SADC), Africa and the world where traditional institutions play a very important part in the overall governance of the country. The Kingdom, which in 1998 celebrated thirty years of political independence, has what has been described as a “modified traditional monarch”. The significance of traditional institutions in general and the monarch in particular, manifests itself not only in the general administration of the country but in the administration of criminal justice as well. This contribution describes the crises and confusion that arose in the administration of criminal justice in Swaziland in the 1990s in general and, in particular, the part played by the Director of Public prosecutions – DPP, who was assumed to have been connected to, and in league with, traditional bodies and officials. An analysis is made of how adherence to traditional norms and the influence of traditional institutions contributed to and became part of the crises. A conclusion is drawn that the DPP, who is an officer of the court, is in law expected to exercise his professional powers independently. When that ceases to be the case, this office can become a cause of injustice not only to individuals but to society as a whole

    The relevance of the question of the development of public administration in the modern world is important because it is one of the decisive factors affecting the well-being of each state. The purpose of the article is to identify the problems faced by modern institutions of public administration, as well as the ways of their development based on consideration of the management system of the two leading countries of the world. During the research, the following methods of the theoretical block were used: analysis, synthesis, concretization, and generalization of information. The following conclusions were made as a result of the study: the historical development and the current state of public administration in China and the United States were analyzed. It was determined that the modern confrontation between the U.S. and China will intensify in the future and one of the areas of struggle will be the system of governance. It was found out that the main problem of modern management in democratic countries is the presence of bureaucratic elements, so in the future, there will be a departure from them, by increasing the power of managers in the field. The role of outsourcing in the public administration of the future was also examined. In general, it was concluded that the change and sustainability of institutions depends on the type of states. This article will be useful, first of all, to management scientists who study in detail the phenomenon of public administration and develop a theory of its reform. Also, the materials of this article will be useful for political scientists who study modern geopolitical processes

    Inclusive decision-making is necessary in terms of both legitimacy and good policy outcomes. Recognizing this, closing persistent gender gaps in public life has emerged as a critical policy issue as countries increase their efforts to foster inclusive growth and build trust and confidence in public institutions while working towards the SDGs. The public administration determines the manner in which political and economic decisions are implemented and how budgets are planned and spent. Additionally, it is a primary employer for women in many developing countries – particularly in the Arab world. In some countries, women have in fact surpassed parity in terms of public administration employment but still lag far behind the 30% target in leadership positions. Balanced total employment among women and men is important but it is equally important to have women dispersed throughout all the different sectors of administrative governance, as well as equitably represented in all levels of decision-making. Women tend to outnumber men in general positions and decrease significantly in number further up the grade ladder. In addition to the glass ceiling that women face in the public sector, there also appears to be a strong trend of horizontal profiling: glass walls . Women in the public sector are primarily involved in the traditionally feminized sectors of health, education and social services and almost absent from other sectors such as security and foreign affairs. The status quo represents a challenge to achieving SDGs 5, 8 and 16 and the biggest impediment to adjusting the situation is the absence of relevant data. This paper will examine the gender gap in the public administrations of Arab countries; analyze trends and policy with the ultimate aim of contributing to the development of tracking mechanisms for gender equality in the public administration

    Bill C-24 relating to control of federal Crown corporations or State enterprises is among the best legacies of the Trudeau Administration. Federal State enterprises constitute an important economic empire that have caused some concern to many people over the last ten years. The Auditor General, the Commons Parliamentary Public Accounts Committee, the Lambert Commission on financial management and accountability, the Economic Council and other groups or individuals have made studies and proposals for reform. Three bills were introduced: C-29 by the Clark Government in 1979, C-123 in 1982 and C-153 in 1983 by the Trudeau Government ; all of them prior to bill 24 which has been a major innovation in the field of public law as it has introduced into the Financial Administration Act sixty sections dealing with the legal status of that which is so rightfully called the « Sociétés d'État » and with the ever so important question of controls exercised over them by Parliament and Government (Cabinet, Treasury Board, responsible minister and Finance Minister). Bill C-24 regulates over 400 institutions of the public economic sector, directly or indirectly. It is a major step towards the clarification of a branch of public law that has not yet reached a degree of sufficient maturity, coherence and fitness as to the objectives and needs of a political system that remains liberal and of an economy that is really a mixed economy

    The policies of identifying and managing conflicts of interest of civil servants in the civil service

    At the core of preventing and managing conflicts of interest are a set of principles that underlie the functioning of a democratic state and service of its citizens. Thus, principles such as transparency and impartiality in decision-making, the integrity of officials and keeping in mind the best interest of potential public during the decision-making, public confidence and increase his confidence in the government, form the basis of identifying policies and management of conflicts of interess or civil servants. Albanian law to prevent conflicts of interest is a law in its entirety, permeated by a spirit of somewhat stringent restrictions on civil servants. Such limitations have been given as the need to secure a decision as fair and impartial in the public interest, and the current state of the low level of public trust and confidence in the integrity of government institutions. The policy followed for identifying and managing conflicts of interest can be analyzed by doing, at first, a distinction between direct action policies in the field of conflict of interest (which are intended to prevent potential situations of conflict of interest through the specific regulatory provisions as laws and regulations) - and indirect action policies (aimed at preventing these situations by organizing public administration reform). In the context of direct action policies should distinguish between: cases in which the legislator has aimed to identify the ex - ante (before that happens) situations which could lead to conflicts of interest and cases or decisions designed to determine the important rules and non-specific prevention clause requiring verification on a case by case ex - post (as is) in order to decide whether an individual case is inconsistent with the general framework legislative described above (ie the ex-ante). Indirect action policies intended to prevent situations of conflict of interest by reforming the organizational structure of Public Administration and designed to create favorable conditions to prevent civil servants, recruited by the political institutions “to invade” the area in which administrative discretion is exercised

    The institutions and heterogeneous geographical relations of austerity

    There is a general consensus that austerity is variegated in nature, but that a generic feature is the construction of discursive institutions framing the necessity for austerity and guiding actors. However, what is missing from accounts within political science and related disciplines is an appreciation of how these work through heterogeneous geographical relations. This paper examines how austerity has been discursively framed, justified and articulated through ‘semantic’ spatial austerity institutions. Utilizing a ‘pragmatic sociology of critique’ approach, it examines the UK Government’s austerity program. The paper finds that austerity works through spatially configured semantic institutions, and where there has been resistance this has not developed into a substantive social movement. More broadly, the paper argues that political science and public administration need to move beyond analysis of ‘singular’ geographical relations, to understanding the role of heterogeneous geographical relations characterizing state practices
